What is FOGO?
FOGO = Food Organic and Green Organic. It’s a kerbside collection service for compostable food and garden waste.
What's happening and when?
From August 2026
- An 80‑litre green‑lid wheelie bin will be delivered to all households and businesses in urban and primarily residential areas of the district. Please do not put your new FOGO bin out for collection until 1 October 2026.
From 1 October 2026
- FOGO kerbside collections begin. Use the collection day search tool or check the collections calendar to confirm your collection day.
- Red‑lid waste bins move to fortnightly collection, alternating with your yellow‑lid recycling bin.
Who will receive a FOGO bin?
Households and businesses in urban and mostly residential areas will receive an 80-litre FOGO bin (smaller than the 140‑litre red and 240‑litre yellow bins).
Households in rural areas south of Waipa, rural agricultural areas north of Lake Rotorua, as well as Ōkāreka and Mamaku, will not receive the new service. A weekly rubbish collection will continue for properties outside the FOGO collection areas.
* Some food premises in the designated CBD area will receive a 140‑litre FOGO bin. Businesses that generate large amounts of food waste can request extra bin capacity from the service provider for a fee. Very large commercial operators will continue to manage their own waste.

Why are RLC introducing FOGO?
The new FOGO bins will help reduce household organic waste going to landfill, encourage recycling, and support waste reduction.
Food and garden waste makes up over half of local household waste. This service aims to:
- Divert 6,000 tonnes of organic waste from landfill each year
- Halve kerbside landfill waste and cut Council’s waste management carbon footprint by 80%
Landfill space is becoming an increasingly scarce resource. By diverting reusable and recoverable materials away from landfill, we can maximise the value of the investment already made in these facilities. In addition, central government has increased - and is likely to continue increasing waste levies over time. Together, these factors will drive up the cost of landfilling in the future.
How did we define the service area?
The new service will provide an 80-litre bin to all households and businesses in the urban and primarily residential areas of the district. It will exclude all rural areas south of Waipa, rural agricultural areas north of Lake Rotorua, due to too few collection points and long travel distances, which are not economically or environmentally viable. Ōkāreka and Mamaku are also excluded.
A weekly rubbish collection will remain in place for those living outside the organic collection areas.
Factors taken into consideration in determining the service area included travel distances and the need to have sufficient collection points to ensure the service would be economically and environmentally viable.
How was the decision made?
Council approved the introduction of a food organic and green organic waste collection service in July 2024. Council previously signalled its intention to introduce kerbside organic waste collection in the Long-term Plan 2021-2031 and in its Waste Management and Minimisation Plan 2022-2028. Community consultation in 2022 attracted 371 submissions with 85 per cent of respondents supporting an organics/green diversion option.
In May 2023, the Infrastructure and Environment Committee approved a Food Organics Green Organics collection, with fortnightly collection of rubbish, as a preferred option following public consultation. Submissions received during public consultation held in May/June 2022 favoured a mixed collection of both food and garden waste (FOGO), ahead of four other options.
Most respondents who supported the FOGO option (71%), also supported a proposal to change rubbish collection frequency from weekly to fortnightly.

Why has the start date changed?
Under the previous contract, bins were to be manufactured in New Zealand and delivered to homes from May, with a service start date of 1 July 2026. However, Council was notified in late April to a global supply issue affecting the manufacturer, including difficulties sourcing some materials from overseas.
These manufacturing, shipping, and cost issues have since been resolved, with bins to be sourced from an international supplier with a more secure supply chain. This has enabled us to confirm a new start date of 1 October 2026.

What councils have similar systems and fortnightly rubbish collection?
Many other Councils already use this system allowing them to keep costs down while maintaining the same volume waste removal across each fortnight. They include: Tauranga, Hamilton, New Plymouth, Thames-Coromandel, Hauraki and Matamata Piako, Waimakariri, Timaru, Mackenzie, Waimate, Dunedin, Otago, Christchurch, Invercargill, Gore, Grey, Westland and Blenheim.
Collection information
Is my property included in the FOGO collection area?
You can find detail on collection areas and collection days using the collection day search tool or check the collections calendar to confirm. Please note: the calendar and search tool will be updated to include FOGO closer to the service launch.
What's my collection day and which bins go out each week?
- Your FOGO bin will be collected weekly.
- General rubbish (red-lid) will be collected fortnightly, alternating with mixed recycling (yellow-lid) and glass (blue crate).

A collection calendar is available in print and online to remind you of collection days. On your collection day, put out:
- Rubbish week: red bin + organics bin
- Recycling week: yellow bin + blue glass crate + organics bin.
In the CBD:
- Food‑registered businesses within the central CBD will receive a 140L FOGO bin which will be collected weekly
- Non-food registered businesses and residential units within the CBD will not automatically receive a FOGO bin but can opt in if they need one.
Outside of the CBD but within FOGO zone:
Your business will be included in the FOGO service and will receive a FOGO bin which will be collected weekly.
Why are rubbish collections moving to fortnightly?
About half of kerbside waste is organic. The change simply separates this into two bins, so food and garden waste go in the green bin. Most households will have less going into the red bin once the service starts.

Will businesses in the service area receive a FOGO bin?
Businesses in urban areas that pay a targeted rate will receive organics diversion services. Businesses that produce large volumes of food waste are able to request additional bin capacity from the service provider, for a fee.
Very large commercial businesses are responsible for managing their own waste.
In the CBD:

Costs
If my property is not in the service area, do I still have to pay for this service?
No, properties outside of the FOGO zone will not be charged for the service and will continue to have weekly rubbish collection.
Can I opt out or return my FOGO bin?
Properties within the service zone can’t opt out of the new service. Like water, sewage, and roads, everyone in the area contributes to the cost. The service supports the Government’s Emissions Reduction Plan and could cut Council’s carbon footprint by up to 70%. You may return the bin if you don’t want to use it, but you’ll still be part of the service if you’re in the zone.
How much is this costing ratepayers?
The new service has gross annual operating costs of $2.45 m, partly offset by reduced landfill costs of about $1.6 m (from diverting 6,000 tonnes of waste), resulting in a net increase of:
Residential (80l bins): Targeted rate of $27.52 inc. GST per year. For households that use the service this equates to approximately 51 cents per collection.
CBD (140l bins): Targeted rate of $55.04 inc. GST per year for CBD food premises in the FOGO service area.
While diverting organic waste reduces landfill expenses, it also adds a new collection cost. Landfill savings help offset this but don’t make the service fully cost neutral; the targeted rate increase covers the additional cost. Landfill costs continue to rise due to Central Government levies and changes to the Emissions Trading Scheme, which account for around 60% of landfill expenses.
Bin basics
What if I need a bigger rubbish bin?
We strongly encourage you to be aware of what you are throwing away and think about whether there are ways this could be reduced – check out some top tips on our website: Reducing Waste.
If you do need extra rubbish space, extra or larger bins remain available for a fee through Smart Environmental (not included in the Council waste rate). Even if you get a bigger or extra rubbish bin, it will still be collected fortnightly from 1 October.

What happens if I live in a multi-unit dwelling or apartment?
Many multi-unit dwellings, fenced communities or apartments have different kerbside collection arrangements that have been discussed and finalised with the residents. For organics diversion, Council will continue to have a flexible approach and work with the residents and communities concerned.
How do I keep my FOGO bin from smelling?
There are a number of things that can help reduce odour from your FOGO bin, including:
- Reducing food waste before the bin is needed – use leftovers before they expire, take care in food purchasing and preparation to reduce waste
- Layering scraps with garden waste
- Sprinkling scraps with baking soda
- Freezing smelly items like meat or fish until collection day
- Hosing out the bin after each collection
- Storing the bin in a shady spot and keep the lid closed.
Are RLC providing smaller indoor caddies?
No – we encourage households to re-purpose another container to be used as an indoor caddy. We took this approach because:
- Not all households want to use an indoor kitchen caddy, and those who do will have different spaces and preferences. This approach supports households to use something which matches the look, space and function flows of their kitchen
- Re-use/re-purposing is a great way to reduce waste! Much better than Council purchasing thousands of new plastic caddies.
What happens if my FOGO bin is broken?
If your bin is damaged, email Council on info@rotorualc.nz with the following details:
- A photograph of your damaged bin
- Your name and contact number
- Street address for your replacement bin.
Your bin will be assessed by the collection team, and a replacement organised if needed. There will be no cost for a replacement bin. Please note that your bin will not necessarily be replaced if the damage is minor, and the bin remains functional.
