Council Controlled Organisations are any organisation in which one or more local authorities control 50 per cent or more of the voting rights or appoints 50 per cent or more of the directors.
Council Controlled organisations are governed by their boards of directors or trustees, and operate at arm's length to the council.
CCOs are, however, accountable to the council, which determines the objectives for each CCO and monitors their performance. The council, in turn, is accountable to its ratepayers and residents for the performance of the CCOs.
RotoruaNZ
Rotorua NZ is a Council Controlled Organisation (CCO) owned by Rotorua Lakes Council (RLC). RotoruaNZ is both the Economic Development Agency and the Regional Tourism Organisation for the Rotorua district.
CoLab (formerly WLASS)
CoLAB was initially established to provide the local authorities in the Waikato Region with a vehicle to procure shared services.
The key purpose of CoLAB has evolved and it now drives collaboration between councils, and aims to improve customer service and performance, and to reduce costs.
