Rotorua Lakes Council (RLC) manages parking to make sure parking is available for everyone. Parking enforcement helps to:
- support local businesses and retailers
- support a vibrant CBD by ensuring people can get to where they want to go
- provide suitable access to different user groups
Infringements issued before 1 July 2026
You will need to make payment or lodge a dispute with iPark. Check the date on your infringement notice.
You can also use the iPark portal to find a lost infringement notice. Follow the prompts in the portal.
Note: iPark will continue to manage infringement notices it issued before 1 July 2026 until they are paid, disputed, sent for debt collection or lodged with the court.
If your infringement notice was issued via the licence plate reading scan car, it will look different to the example image but will still contain the date of issue.
Infringements issued after 1 July 2026
Use the Rotorua Lakes Council online portal. You can:
- pay your ticket
- check its status
- dispute the ticket
Infringement process
An Infringement Notice is legally ‘served’ by Rotorua Lakes Council when it is:
- Placed under the vehicle’s windscreen wiper, or
- handed to the driver, or
- posted to the registered owner’s last known address.
Check your infringement details
Before you pay or dispute your ticket, you can review the evidence.
This may include:
- photos of your vehicle and number plate
- date, time, and location
- signs showing parking rules
What happens next
- You have 28 days to pay or dispute the ticket
- If you do nothing, you will receive a reminder notice
- You then have another 28 days to act
- If it is still unpaid, it may be:
- referred for debt collection, or
- lodged with court
Parking fine amounts are set by central government, not the Council.

How to pay
You will need your infringement notice number and number plate.
Pay online (fastest option)
Pay using internet banking
- Log in to your online banking
- Choose Bill Payment
- Search for Rotorua Lakes Council
- Select the parking fine payee
- Enter your parking infringement number as the reference
If you need help, contact your bank.
Pay in person
You can pay at: Rotorua Lakes Council, 1061 Haupapa Street, Rotorua.
Payment types:
- cash
- EFTPOS
- credit card
Appeal or dispute a parking fine
You can lodge a dispute/ appeal within the timeframes provided via Council’s self-service portal or in person (by visiting 1061 Haupapa Street, Rotorua). You will need the infringement notice number and vehicle's number plate.
Ask for a court hearing
You can choose to have your case heard in court. Follow the instructions on the back of your parking infringement or reminder notice.
Transfer an infringement
Under the Land Transport Act 1998, Council is required to presume the registered owner of the motor vehicle (via the Motor Vehicle Registry) was the driver unless they can prove otherwise.
If you were not responsible for the offence, you can apply to Council with suitable evidence to transfer it to (nominate) another person.
When you can transfer liability
You may be able to do this if:
- you sold the vehicle before the offence
- your vehicle was stolen
- the vehicle was used without your permission
- you were not in possession of the vehicle (e.g. a work/rental vehicle)
You cannot transfer liability if someone borrowed your car and committed an offence.
How to transfer an infringement
- Download and complete the statutory declaration form
- Sign it in front of an authorised witness (for example, a Justice of the Peace or lawyer)
- Send it to Council with any supporting evidence

Why parking rules are enforced
Rotorua Lakes Council is required under Local Government Act 2002 - (legislation.govt.nz) and Transport Act 1962 - (legislation.govt.nz) to manage and ensure parking compliance.
