Subject: LGOIMA requests regarding Tikanga Aroro Charitable Trust (TACT)
I refer to your two LGOIMA requests of 17 October and 7 November 2024 regarding Tikanga Aroro Charitable Trust, and respond below to both requests:
Request received 17 October
In relation to the Rotorua Lakes Council (RLC) and its dealings with the Tikanga Aroro Charitable Trust (the TACT), we understand from Mr Doug Macredie (Chairman for TACT) that TACT currently operates a Puwhakamua programme from 796b (or 796) Te Ngae Road, Rotorua (the Site). Accordingly, please provide:
- Confirmation (yes or no) if TACT has advised RLC of any activities that TACT operates from the Site, which may or may not require approval by RLC;
The Compliance Team were made aware of the activity after a complaint was made. The complaint is under investigation. - Full details of any Resource Consent that is in place in relation to the Site together with any related applications made by the TACT and any approval conditions imposed on the TACT;
No resource consent was applied for or issued for 796b Te Ngae Road. You have previously been provided the resource consent application documentation with respect to a site at Puaiti Road. This application is being processed. - Details of how the current operations by TACT from the Site comply with the Camping-Ground Regulations 1985 or any other statue or reason (as the case may be) that enables TACT to accommodate multiple individuals from the Site;
The activity would not be considered as a camping activity and the site would not be considered a camp ground. - All supporting documentation, correspondence (or similar) that relates to any items requested above.
As advised for No.2, you have been provided the resource consent application information for a site at Puaiti Road.

In relation to the Rotorua Lakes Council (RLC) and its dealings with the Tikanga Aroro Charitable Trust (the TACT), please advise:
- Has the TACT has ever obtained any resource consent from RLC.
A resource consent application is currently being processed for a site at Puaiti Road. - Has a resource consent application or pre application meeting ever been undertaken for any sites that TACT have been operating on? This includes sites:
a) Behind Eastgate Shops - believed to be 796b Te Ngae Road – No
b) Rotokawa Bath Site - 80 Rotokawa Road, or any land that borders this location – No - If the answer to question 2 above is yes, please provide a date that this activity occurred.
