I refer to your Local Government Official Information and Meetings Act request of 2 September 2024 for the following:
- All policies, guidelines, regulations or statements relating to the use or hire of any property, spaces, or venues owned by the Rotorua Lakes Council.
- Any information (including communications) relating to the cancellation or refusal to allow any person, group, or organisation to hire any property, spaces, or venues owned by the Rotorua Lakes Council in the last two years.
1. Policies, guidelines, regulations, statements

Library
- Guidelines and Meeting room terms and conditions.
Halls
- Guidelines for the use and management of RDC Community Halls.
Recreation Reserves
- Council holds various concession agreements for activities on recreation reserves. Attached is an example of a concession agreement (Rotary Concession Agreement).

Events and Venues
- Energy Events Centre (EEC) and Sir Howard Morrison Centre (SHMC)

2. Cancellation or refusal
Library
- A Rainbow Storytime event was cancelled in March 2024 – refer to previous LGOIMA response on Council’s website.
- A church requested to hold a service in a publicly accessible area. This was declined as it was decided the library was not the right venue for a church service. Communication was via phone conversations.
Halls
- RDC Community Hall bookings are managed by independent hall booking agents or hall committees. RDC is not involved in hall bookings, however Council is not aware of any hall bookings being cancelled or refused for any reason.
Recreation Reserves
- Council has declined an application for a concession activity at the Rotorua Lakefront due to health and safety issues. Note: Contact information of third parties has been redacted under section 7(2)(a) of the LGOIMA.
Events and Venues
- No events have been cancelled or refused by Rotorua Lakes Council for hireage of our Events & Venues, apart from unavailability of the venue if it was already booked. Hirers themselves have cancelled events for a number of reasons – weather, lack of participants, cost etc.
