Subject: LGOIMA request - sewerage schemes
I refer to your LGOIMA request of 10 May 2024 regarding wastewater reticulation funding, and respond below to your questions:
- Please refer to Page 33 of the attached document - (PDF, 3.6MB) released 15th October 2021 by Kainga Ora. It stated Rotorua Lakes Council (RLC) has also committed $36M over the next 10 years to connect a number of rural and lakeside communities to the reticulated wastewater network.
-Why is Council not meeting that commitment? In the Long Term Plan 2024 to 2034, it itemises Council only contributing $1,155,000 to the East Rotoiti/Rotomā Sewerage scheme and $825,000 to the Lake Tarawera Sewerage scheme.
The reference to $36M was from the 2021-2031 Long-term Plan and was based on the anticipated total project costs at the time for the Tarawera and Rotoiti/Rotomā sewerage reticulation schemes (not the Council contribution). The 2024-2034 Long-term Plan consultation document is referencing the Council contribution only. - Why is Stage 2 of the Lake Tarawera sewerage scheme done on a charge up basis, rather than a fixed price tender?
Stage 2 was tendered and a contract was awarded on the basis of unit rates (measure and value contract).
