I refer to your information request of 31 July 2023 regarding how Council’s borrowing and the interest on that borrowing is shown in the 2023/24 Annual Plan (the Plan).

The pie graphs on page 14 of the Plan are intended to show where operational revenue is received and how it is applied to each activity. They are not intended to show borrowing or interest on borrowing.

The figures for borrowing and interest on borrowing can be found in the Prospective Statement of Comprehensive Revenue and Expense, and Prospective Statement of Cashflows, on the following pages of the Plan:

• Net borrowing in the Prospective Statement of Cashflows – page 28 – ‘Net Cash from Financing Activities’
• Interest costs in the Prospective Statement of Comprehensive Revenue and Expense – page 24 – ‘Finance Costs’, and the Prospective Statement of Cashflows – page 28 – ‘Interest Paid’.
