Committee approves investigation into further parking changes
The Community and District Development Committee has given approval for council officers to begin work on a proposal to extend time limited parking to three reserves on the outskirts of the CBD - Kuirau Park, Government Gardens and the Lakefront.
The decision follows actions agreed to during Annual Plan deliberations earlier this year, with the intention of implementing further paid parking and increasing parking revenue.
The Committee heard that establishing time limited parking in these reserves could help to restore those parking areas to what they are intended for – to support the use of reserves, and would encourage use of other parking areas in the wider CBD.
Before any changes can be made, council will consult with the Gifted Reserves Protocol Committee and then come back to Elected Members in November with more information, including capacity impacts and proposed timings for any changes.
During the November meeting, the Committee will also receive a report on other possible parking improvements including:
- Reviewing the locations of P15 parks in the CBD to support retail outlets.
- Simplifying the parking layout for inner city visitors and improving the visibility around parking machine maintenance and reliability.
- Initiatives to encourage usage of parking areas such as the Pukuatua Street parking building.
Any parking changes or improvements would likely be implemented over the next 12 months.
The intention of the changes and improvements being investigated is to help support inner city growth and redevelopment, ensuring that the management of parking enhances the CBD’s vibrancy and accessibility for the community.

Housing update
The Committee also received a housing update from Strategy and Community Group Manager Jean-Paul Gaston.
Data from the past 12 months shows a significant increase in the number of homes in the development pipeline in Rotorua. Three subdivisions have been consented in the past quarter which will result in more than 150 lots. Council will be looking to understand what that means in terms of actual homes built, what the timing of those builds will be, and how that impacts phasing of infrastructure investment.
Building consents are also tracking consistently compared with the number of consents issued during each of the past three years.
