Notice of proposed Plan Change 10 – open for further submissions

Clause 7, First Schedule, Resource Management Act 1991 - (legislation.govt.nz)

Plan Change 10 addresses a series of refinements to definitions and rules within the Operative Rotorua District Plan (“District Plan”) that have arisen through plan implementation, statutory hearing processes, and evolving development practices. Plan Change 10 is not seeking to change the outcomes sought by the District Plan but address interpretation of various rules and align the rule framework with the outcomes envisaged by the District Plan. The Honourable Chris Bishop granted an exemption for this plan change to proceed in accordance with section 80W(2)(b) of the Resource Management Act 1991.

Rotorua Lakes Council advises that:

  • a summary of the submissions on Plan Change 10 (Definitions and Rule Refinements) including the decisions requested, as well as copies of the full submissions are now available; and
  • the period for making a further submission is open.

How do I view the initial submissions received?

Copies of submissions along with a summary of submissions are available at:

  • Plan Change 10 webpage
  • Customer Service Centre, Rotorua Lakes Council - 1061 Haupapa Street, Rotorua
  • Rotorua Library at Te Aka Mauri - 1127 Haupapa Street, Rotorua

Who can make a Further Submission?

Further submissions can now be lodged by:

  • any person representing a relevant aspect of the public interest;
  • any person who has an interest in the plan change that is greater than the interest that the general public has; and
  • the local authority itself.

Further submissions must be received by Rotorua Lakes Council by Monday 20 April 2026.

You may make a further submission by completing and lodging an electronic form on the Plan Change 10 webpage. Alternatively, you can submit your typed/written submission to Rotorua Lakes Council by:

  • Emailing Policy.Planning@rotorualc.nz, or
  • Posting it to Rotorua Lakes Council, DX Mailbox JX 10503, Rotorua 3046, or
  • Lodging your submission in person at the council office at 1061 Haupapa Street.

What can a Further Submission address?

A further submission must be limited to a matter in support of, or in opposition to, an initial submission.

Within 5 working days of providing the further submission to council, you must also serve a copy on the person who made the original submission. The address for service can be obtained from the list published on the council’s website or by emailing Policy.Planning@rotorualc.nz.
