Nominations have closed for the 2025 triennial local authority elections. Listed below are details of the confirmed candidates for Rotorua Lakes Council.
Where elections are required, they will be conducted by postal voting using the First Past the Post electoral system. Voting will open on Tuesday 9 September 2025 and will close at 12 noon on Saturday 11 October 2025.

As the number of nominations received did not exceed the number of vacancies, Peter MACMILLAN, Jennifer ROTHWELL and Phill THOMASS are elected unopposed. A by-election to fill the remaining vacancy will be held after the triennial elections have been finalised.
Māori Ward Poll - Rotorua Lakes Council
A poll will be held in conjunction with the above elections to confirm whether Rotorua Lakes Council electors wish to keep or remove the Māori Ward as part of Rotorua Lakes Council’s representation structure. The outcome of the poll is binding and will determine whether a Māori Ward will be retained for the Rotorua Lakes Council elections in 2028 and 2031. The First Past the Post (FPP) Electoral System will be used for this poll.
Enrolment and Special Voting Arrangements
Rotorua Lakes Council residential electors who are not listed on the final electoral roll for these elections can enrol up to 5pm on Friday 10 October 2025 by calling 0800 36 76 56, visiting the Electoral Commission website www.vote.nz, by texting your name and address to 3676 to get a form sent to you or by email request to:

Rotorua Lakes Council ratepayers who are not listed on the final electoral roll for these elections can obtain an enrolment form at Rotorua Lakes Council Civic Centre, 1061 Haupapa Street, Rotorua and enrol up to 5pm on Friday 10 October 2025. Online applications for ratepayer elector registration can also be made at www.electionz.com/ratepayer.
Special voting documents will be available during normal office hours from Tuesday 9 September to Friday 10 October and between 9am and 12 noon, Saturday 11 October 2025 from the Rotorua Lakes Council Civic Centre, 1061 Haupapa Street, Rotorua.
