Notice of Local Alcohol Policy 2025

Rotorua Lakes Council adopted the Local Alcohol Policy (LAP) 2025 at a Council meeting on Wednesday 25 June 2025 and this will take effect from 1 August 2025. The LAP 2025 aims to reduce the harms caused by alcohol in our community, such as crime, violence and health issues, by managing its sale and supply.

The LAP 2025 was developed following extensive engagement with key stakeholders, a pre-consultation community survey and public consultation on proposed amendments to the LAP 2019. A full research report was published alongside the consultation, outlining the evidence and data gathered on alcohol harm in Rotorua.

A summary of the final LAP 2025

🧊 A freeze on new off-licences for three years and a presumption that a new licence will not be granted following this period, subject to a few exemptions. This will take effect from 1 August 2025.

⏰ Maximum trading hours for off-licences have been reduced to 7am to 9pm. This will take effect from 1 November 2025.

✅ Additional conditions for off-licences have been added for the District Licensing Committee to consider. These conditions will be reviewed during the renewals process.

❌ There are no changes to on-licences, club licences and special licences.

Definitions

  • Off-licences - Allow for the sale and supply of alcohol for consumption elsewhere, such as bottle stores and supermarkets.
  • On-licences - Allow for the sale and supply of alcohol for consumption on site, such as cafes, bars and restaurants.
  • Club-licences - Allow for the sale and supply of alcohol on site at a club (such as sports clubs) for authorised members or guests.
  • Special licences - Allow for the sale and supply of alcohol at events or occasions that are outside a licensee’s normal operating hours.
