Publicly Notified Resource Consent Application
LU24-010243, 473 Puaiti Road, Ngakuru, Rotorua
The Tikanga Aroro Charitable Trust (‘TACT’) has applied to Rotorua Lakes Council for a land use resource consent to establish and operate a reintegration facility on 473 Puaiti Road, Ngakuru, Rotorua (Lot 1 DP 585350).
The application has been applied for as a Non-Complying Activity in accordance with the Rotorua District Plan and Section 104D of the Resource Management Act 1991. The application includes an assessment of environmental effects.
Rotorua Lakes Council is now processing the application.
Description of the proposed activity at Lot 1 DP 585350, 473 Puaiti Road:
- A live-in residential support facility for up to 10 participants that have been released on parole that is operated by TACT for the purposes of supporting participants in their reintegration into society. This support is provided by on-site resident staff and external agencies, and includes upskilling programmes, vocational education, personal development, and employment.
- Participants must have been released on parole having completed their required custodial rehabilitation and are vetted by TACT subject to strict eligibility criteria.
- The programme, which is couched in tikanga Māori, takes at least six months for each participant to complete.
- Five members of staff are proposed, including a General Manager, Site Manager, Operations Manager, and two Site Supervisors. A minimum of two members of staff will be present on site at all times.
- The activity will be housed within a combination of purpose-built and pre-fabricated buildings as detailed in the application. Other physical works include earthworks to establish a suitable building platform area, the installation of services, the construction of a car parking area, and landscape planting.
- In addition to matters set out in the Site Management Plan attached as Appendix 6 of the application, the following limitations also apply to the participants:
- In addition to external support service providers, the participants may host visitors during the weekend. These visitors and their attendance at the site are subject to vetting and pre-approval by the General Manager with input from Community Corrections.
