Revocation and sale of road reserve at 10 Barnard Road approved
Elected Members approved the revocation of a road reserve at 10 Barnard Road to support the development of Summerset Retirement Village on the adjacent property.
Earlier this year Barnard Road residents were asked for feedback on a proposal to sell the road reserve at 10 Barnard Road to enable its use as an alternative vehicle access into the property at 171 Fairy Springs Road.
Summerset Retirement Village intends to build a 270 unit retirement village and the road reserve at 10 Barnard Road will be used to provide access for emergency vehicles and an exit for vehicles intending to travel north towards Ngongotahā. The land was vested in Rotorua Lakes Council in 1957 as part of a subdivision for the purpose of providing future vehicle access. It is currently used for car parking and a playground for the adjacent motel.
Council received 12 submissions during the consultation period, most supporting the decision.
Today Councillors approved the decision to revoke the status of the land and sell it to Summerset. Funding received from the sale is required, under the Reserves Act 1977, to be reinvested in local open spaces or recreation areas.

Update from Kāinga Ora Homes and Communities
Councillors received an update from Kāinga Ora Homes and Communities (KO) on what is planned for public housing in Rotorua up until June 2025.
KO manages and maintains 69,000 houses across New Zealand with approximately 896 located in Rotorua. Elected Members heard that KO has had a focus on Rotorua since 2022 in response to the acute housing need in the district, and to increase the average number of public houses to align with the average number in other locations across the country.
A record number of new homes have been built in the past 12 months. Kāinga Ora has contributed to a large number of those homes and is planning to invest $240million into the local construction industry over the next 12 months, targeting local contractors and developers.
Facts and figures from the presentation:
- 896 public homes in Rotorua
- 130 new homes built since June 2022
- 500 homes in the pipeline to June 2025 (this includes approximately 168 redevelopments of existing properties)
- 950 households remain on the housing register and 250 households in emergency housing.
- 150 homes tenanted since July 2022
KO’s public housing programme beyond June 2025 will be determined by the Government and in line with the current independent review of the Agency.
