Topic: CE retiring from role and executive restructure
Enquiry
Just had a couple of questions to check over please.
- When was Geoff Williams's last day?
- Can it be confirmed Gina Rangi is acting ce?
- When is the position likely to be filled? (I understand the process is being undertaken by an independent entity)
And also
- Have there been any further changes to reporting lines as indicated there may be below?
- Has the existing role realignment been finalised yet?
- Is there any detail on whether there are any salary savings, and what are they?
- Before his role was established, was Clint Brickhill a council employee, and if so, what was his role?
- Consultancy costs are currently $3K for the first stage and are budgeted to be $10K once the next stage of Council’s role realignment (reporting to new roles) is completed - does this mean it is an expected total of $13,000 or $10,000?
- Can the following please be explained in further detail: These changes have not been recommended with the purpose of driving cost out of the organisation but to ensure that our executive team are not utilising resources that would better be used in directly serving our community.
- Specifically, what resources and how?
Response
REGARDING QUESTIONS RE CE
From Rotorua Mayor, Tania Tapsell:
When was Geoff Williams's last day?
Friday 22 September
Can it be confirmed Gina Rangi is acting ce?
Yes, this will be formalised today at our Extraordinary Council meeting.
(reporter was also informed it was accurate to refer to Ms Rangi as Interim, rather than Acting, CE)
Gina is well respected for her abilities by staff and also our community partners. In addition to her role guiding bi-cultural policies and management for Council, Gina has been leading one of Council’s major projects, the restoration of the Rotorua Museum building. Outside of Council, Gina chairs a power company, has experience as a director, and was also a solicitor and negotiator during treaty settlements.
Gina will remain in the Interim Chief Executive role until the recruitment of a new Chief Executive is complete.
When is the position likely to be filled? (I understand the process is being undertaken by an independent entity)
Recruitment through an external agency is currently underway and we hope that preferred candidates will be identified by the end of this year, with an appointment made at the start of next year.
It’s an exciting time, we have a new Council and new direction and look forward to appointing a new Chief Executive to help us deliver better outcomes for Rotorua.
REGARDING QUESTIONS RE EXECUTIVE TEAM RESTRUCTURE
From Clint Brickhill, Director People and Organisational Development:
Have there been any further changes to reporting lines as indicated there may be below?
Not at this stage. Further realignment work is still underway.
Has the existing role realignment been finalised yet?
No. Further realignment work is still underway.
Is there any detail on whether there are any salary savings, and what are they?
Further realignment required for existing roles that report to the new Executive Team is still underway so any savings can’t be confirmed at this stage.
Before his role was established, was Clint Brickhill a council employee, and if so, what was his role?
This is not a new role, just a change in reporting line ie this role now reports to the CE.
Consultancy costs are currently $3K for the first stage and are budgeted to be $10K once the next stage of Council’s role realignment (reporting to new roles) is completed - does this mean it is an expected total of $13,000 or $10,000?
Up to $10,000
Can the following please be explained in further detail: These changes have not been recommended with the purpose of driving cost out of the organisation but to ensure that our executive team are not utilising resources that would better be used in directly serving our community.Specifically, what resources and how?
The changes were not cost-driven, they were made to ensure the organisation is efficient and effective to support the delivery of services and to focus leaders in our organisation on Council priorities.

Enquiry
*PLEASE NOTE - this was part of an enquiry made about this yesterday but at that time RLC was unable to confirm ie whether RLC would remove the wrecked car from the street.
Response
We can confirm that Council will remove the car as soon as possible and we will look to recover any costs from the owner.
