Draft strategy for future growth proposed for consultation
A proposed Rotorua Future Development Strategy to guide future growth will go out for community consultation if approved by Council’s Community and District Development Committee next week.
The Committee meets next Wednesday (17 May) and will be asked to endorse a draft FDS for consultation. It will also be asked to approve the establishment of an FDS Joint Committee that will serve as a hearings panel and appointment of an independent Commissioner who will serve as independent chair of the hearings panel. The panel will also include 3 councillors from the Bay of Plenty Regional Council.
The FDS will guide where, how and when growth happens in our city during the next 30 years and will replace the existing Rotorua Spatial Plan developed in 2018, a report to the Committee notes.
Spatial growth scenarios have been developed and analysed with the preferred scenario forming the basis for the proposed FDS.
An FDS is required under the National Policy Statement – Urban Development and must be in place in time to inform the 2024-34 Long-term Plan.
The strategy will provide a high level plan to ensure that any future growth is well planned, helping to guide future planning and investment decisions.
Iwi and hapū have contributed their values and aspirations for the district to inform the development of a draft FDS, which takes into account the Te Arawa 2050 vision.
Target engagement has also been undertaken with regional and central government department, businesses, the development community, tangata whenua and community groups on the four growth scenarios that were tested to come up with a preferred scenario for the draft FDS.
The preferred spatial growth scenario is based on intensification along with some greenfield land release in and around Ngongotahā and adjacent to the city’s eastern corridor, SH30/Te Ngae Road.
This scenario provides for a diverse range of housing choices that will meet the needs of future community and provide choices for different types of businesses, the report to the Community and District Development Committee notes.
If approved next week, consultation would start 1 June and run for six weeks.
