Replacement programme
Rotorua Lakes Council replaced all public litter bins through a two-phase replacement programme, between October 2016 and June 2020. Phased bin replacement ensures that expenditure remains within allocated funding and provides an opportunity to recycle existing bins.
Public reserves
Council worked with the Lakes Community Board and ratepayers associations on where individual bins should be located in lake reserves, and to identify key areas where more bins were necessary.
Areas where there have been issues in the past, received extra bins to increase capacity. Post mounts will ensure that bins remain in their designated locations, inhibit illegal dumping and deter animals.The key areas include the lakesides of Lake Rotorua, Lake Tikitapu (Blue Lake), Lake Okareka and Lake Tarawera. 240 litre wheelie bins provide for the disposal of rubbish and recycling.

Convenience shops and centres in outlying suburbs received repurposed and reconditioned bins from the inner city.
