Long-term Plan Deliberations Day 2
Deliberations and decision-making on Council’s 2024-2034 Long-term Plan continued today.
Deliberations started yesterday and followed consultation and hearings with feedback taken into consideration in the decision-making.
Following the deliberations Council will reconvene on Monday, 10 June, to confirm its decisions and understand the financial and other implications of these.
Staff will then prepare a finalised Long-term Plan for the Council to adopt on 26 June.
The following decisions were made today:
Day 2 of deliberations

Recommendation: That Council remove the existing vacant land remission and charge full rates for water, waste collection and sewerage. | Decision: Vacant land remission of 50% retained (ie full rates will not be charged on vacant land current receiving a remission) |

Recommendation: In addition to feedback received on Long-term Plan consultation topics, there were a number of submissions relating to other initiatives and making requests. See the ‘other feedback’ at the following link: ltp-2024-other-feedback.pdf (rotorualakescouncil.nz) | Decision: The ‘other feedback’ was taken in its entirety rather than decisions on each separate matter. The decision was as follows: 1. That Council note proposals in ‘other feedback’ 2. That Council direct the CE to work with the organisation on responding to submitters’ requests, noting that requests need to be considered within existing budgets. 3. That the CE provides an update to Council on the progress of these ‘other feedback’ items in 6 months. |

Recommendation: It was recommended that council approve $3m in the Long-term Plan towards the commencement of stage 3 of the Aquatic Centre revitalisation project. A decision was deferred from yesterday, Day 1 of deliberations when a new recommendation was put forward: That Council not proceed with stage 3 of the Aquatic Centre revitalisation project. There was also discussion about whether $2.5m in Be Better Off funding Council received from Central Government that was included in the $3m that was to be allocated to stage 3 could be reallocated to other projects if Stage 3 of the Aquatic Centre did not go ahead. The matter was left laying on the table for Council to receive further information from to assist with a decision today [Friday 7 June]. | Decision: Yesterday’s motion to not proceed with Stage 3 of the Aquatic Centre revitalisation project was removed from discussion. Council today approved a new motion: 1. That Council approve $200,000 in Year 1 of the LTP to undertake preliminary design for a revised scope for the Aquatic Centre, explore partnership and other funding options, and consult with the community. 2. That Council direct the CE to negotiate with the Department of Internal Affairs to allow redirection of $2.5m of Be Better Off funding towards a wastewater or core infrastructure project/s. 3. Should no agreement to transfer the Be Better Off funding be concluded by 30 September 2024, that Council approve $2.8m towards the preferred revised scope for the Aquatic Centre in Year 2 of the LTP. |
