What cultural monitors are in place?
People to act as cultural monitors have been appointed by local mana whenua. Regarding any potential archeological findings – as with any such project, there are strict protocols in place that include an immediate stop to works if anything is found and having this investigated by relevant experts. Nothing has to date been found.
How much is this legal action costing and who will pay for this?
Council and contractors are doing their best to complete the scheme as efficiently as possible, with minimum delay and at the lowest possible cost. We estimate legal costs associated with the injunction will add $100,000 to the scheme which council will decide where to allocate. We are conscious that any extra legal action will create additional costs to the scheme, which we are trying to avoid.
What will Tarawera homeowners pay?
The scheme is partially funded by the Ministry for the Environment (MfE), Rotorua Lakes Council (RLC) and Bay of Plenty Regional Council (BOPRC). The rest of the cost will be met by contributions from the owner/s of each property that benefits from the scheme.
The financial contribution is broken into two parts: Part 1 – a share of the cost of installing the reticulation network and Part 2 – an equal share of the total cost for installing Low Pressure Grinder Pump systems onto all properties.
Future operational, maintenance and renewal costs will be carried out by all ratepayers in the district connected to the council wastewater networks as part of the wastewater targeted rate that all ratepayers pay (an estimated extra $30- 40 annually to the current rate).
Council will not strike a capital targeted rate for the Tarawera scheme until at least 2025/2026 when the scheme is expected to be substantially completed and final costs can be determined.
Can people opt out of the scheme?
The Local Government Act requires that where a reticulated scheme is available properties must connect to that system. Once a reticulation scheme is in place, discharges from existing on-site effluent systems will no longer be permitted under Toi Moana - Bay of Plenty Regional Council’s Onsite Effluent Treatment Regional Plan (OSET Plan).
