NZ Transport Agency Waka Kotahi update
Director of Regional Relationships, David Speirs, provided an update to the Infrastructure and Environment Committee noting a total investment in Rotorua by the agency of more than $100m for the National Land Transport Plan 2021-2024 period.
These improvements have future-proofed the Rotorua transport network, improving safety and efficiency, unlocking growth opportunities, providing more ways to move around and overall, improving travel into and around Rotorua, Mr Speirs told the Committee.
The Government Policy Statement (GPS) on land transport 2024 outlines the priorities the Government wants NZTA to deliver on.
The current Government is developing a new GPS and once it has been approved and released, NZTA will revise the draft Investment Prioritisation Method (IPM) and State Highway Investment Proposal (SHIP).
In the meantime, the 2024 maintenance programme will continue with more than 250 lane kilometres of renewals planned for the Bay of Plenty state highway network.

InfraCore operations report Q2 October – December 2023
Infracore’s interim chief executive, Regan Fraser, reported that, as per its Statement of Intent (SOI), InfraCore will deliver a similar level of service to last year and is delivering at a higher level.
The mowing plan is working, staff turnover continues to decrease and productivity processes are being implemented throughout the business, he told the Committee.
The business is behind budget by $241,000 with actual loss for the Financial Year at $794,000 due to failings in the fleet, resourcing, long range weather forecast and inflation.
Engagement with council officers is ongoing to proactively identify and reduce financial risks and a new Service Level Agreements (SLA) proposal is underway. The final SLA will identify resources necessary, establish reporting framework, enhance operational efficiencies, prioritise work streams and outline effective strategies for dispute resolution.
