Stage 1 - 550 property connections to allow for future connections/development (About 100 new future properties)
Stage 2 – 446 properties (existing properties)
Each property benefiting from the scheme will pay an equal share of the Part 1 and Part 2 contribution (net cost after subsidies).
Was the need for the project questioned after the error in regional council data was found?
This is a question for Bay of Plenty Regional Council. However please note that the sewerage reticulation objective is to comply with the BOPRC’s On-site Effluent Treatment (OSET) Plan and to eliminate untreated sewerage seeping from septic tanks into the lake.
How much, with GST added, will the community be paying for the scheme in total?
With the conclusion of Stage 2 procurement the gross scheme costs have significantly compressed from June 2022 prices and based on the current capital funding plan (with the current $8.0 M subsidies) the average net capital cost to each property, for the whole scheme (Stage 1 and 2), would be in the range of $38,000 - $42,000 (GST Excl). The remaining uncertainty in the price depends on how much of the provided for contingency provided for will be required to complete the construction.
Is the council aware of what contribution to the trophic level the public toilets have and was this taken into consideration?
Reticulation aims to remove about 300,000 litres of untreated sewerage from seeping into the lake each day. Nutrient reductions is a secondary objective of the reticulation.
Why is the council not contributing more to the scheme?
Council will not make a targeted rate decision until 2025/2026. The information provided above is based on the current funding plan and Council will make its final decisions when the targeted rate will be struck around the 2025/26 year.

I am just writing up on the Westbrook Sports and Recreation Precinct not being included in this LTP and had a couple questions I was hoping someone could please help me with.
- Councillor Don Paterson says $189,591 has been spent on the project to date. Is this accurate? If no, what is the total cost gone into the project (including reports, studies, consultant fees, investigations and design)
- Has the precinct been scrapped completely or tabled?
Noting Gina Rangi said “That proposal will not exist once this council adopts its proposal.”

Councillor Don Paterson says $189,591 has been spent on the project to date. Is this accurate? If no, what is the total cost gone into the project (including reports, studies, consultant fees, investigations and design).
The total spend recorded against the original project is $189,591 and of this $26,946 is related to scoping and forecasting the future sport facilities/fields needs of the district to identify future improvements required for the changing requirements of our community as part of the 2024-34 LTP.
Has the precinct been scrapped completely or tabled?
The Westbrook Sports Precinct draft proposal contained a wide range of work that included the upgrading of existing fields in Westbrook and Ray Boord Parks, improving the Stadium with other new and upgraded facilities such as toilets, changing rooms and field lights and creating up to eight new sports fields. The anticipated new programme will retain some components of this and more work is focused on improving fields and renewing facilities. This includes adding some field lights and creating two new fields at Titoki Place. The Stadium upgrades and the creation of eight additional fields will not be pursued at this point in time.
What have the sports clubs and groups impacted been advised, and when?
The Sports Clubs and codes were advised in the mid-September Sports User Forum that the 2021-31 LTP Westbrook Precinct Proposal would likely look different in the 2024-34 LTP with a focus centred more on addressing short to mid-term field capacity needs by improving existing fields across the wider network and adding new fields at the Titoki Place end of Ray Boord park.
