Rotorua offers a wide range of opportunities to be involved in art and cultural activities. Many of the art and cultural spaces have resulted from Councils commitment to community aspirations.
Arts initiatives supported by Council and in partnership with the Rotorua Trust, Creative Communities, Civic Arts Trust, Rotorua Arts Village and community artists, enable programmes which contribute to making Rotorua a culturally diverse place.
Rotorua 2030 identified seven key goals for our community and to help achieve this set up the Creative Portfolio with the overall vision to build Rotorua's creative sector as both vibrant and sustainable. Within this portfolio Council, working with a steering group, developed the Creative Strategy that outlines our priorities for art and culture over the next the years.

To implement the Creative Strategy, in 2013, the Council established a fund where in each year 1% is removed from overall capital works budgets and ring-fenced as a Percent for Art Fund. This fund ensures integration of public art into capital projects in the planning stages, and ensures that Rotorua's unique culture and environment is enhanced and celebrated with constant strategy and momentum. This fund is for commissioning of new works, creative events and maintenance of existing public art.
The Art in Public Places Policy adopted in 2008 sets out the criteria for the commissioning or acquisitioning of art works for the public domain.
