Increase to fees and charges effective Saturday 1 July 2023
Following the adoption of the 2023/24 Annual Plan, there has been an increase to Rotorua Lakes Council fees and charges, effective from 1 July 2023.
For a number of years, Council has considered the potential to increase fees and introduce new revenue to reduce reliance on rates funding to pay for the provision of services and move costs towards those who benefit from and generate the need for services (i.e. the user pays as opposed to the ratepayer).
Revenue from fees and charges comes from council services such as admission to and hiring of venues and facilities, liquor licensing, dog registrations, building and resource consents and parking fees.
Like most businesses, Council faces increased costs to deliver its services and fees have not kept pace with this. Council has increased fees and charges across the services it delivers, in line with inflation.
Some changes to fees and charges approved include:
An increase to Aquatic Centre admission fees to reflect the capital investment going into the Rotorua Aquatic Centre Revitalisation, as well as the growing operational costs (see table below)

An increase in the hourly parking fee in the CBD
Parking fees for areas that are currently $1 an hour will increase to $2 an hour across the CBD.
This will apply to all payment methods e.g. parking machines and the PrestoPark app.
Please note that further possible adjustments to other parking areas are also being explored with the intention of implementing any further changes in early September, with notification prior.
